Negotiated Salary Increases
2007
3% retroactive across-the-board salary increase
Effective 6/28/07 for
eligible employees with a calendar year or full-time college-year
obligation, or with a pay basis of hourly or bi-weekly; paychecks
dated 7/23/08.
Effective 9/06/07 for eligible faculty with academic year obligation;
paychecks dated 7/23/08.
$500 increase to base salary for eligible full-time employees represented
by UUP
To be
eligible for the $500 salary increase, employees must be:
Granted a permanent or
continuing appointment by the Chancellor effective on or after 7/1/07
and before 1/1/08, or
Granted a second five-year term appointment under Article XI, Title
A of the Policies (Appendix A titles), effective on or after 7/2/07
and before 1/1/08.
Employees who receive the above appointments after the initial payment
in Pay Period 7 (check date of 7/23/08) but effective on or before
7/1/11 are also eligible to receive the salary increase, payable
effective the date the employee receives the appointment
2008

date for Graduate and Teaching Assistants will be June 11, 2008.
Since this is after GA/TAs have left campus, arrangements should
be made with departments to collect these checks/advices.

Lecturer and Instructor (CSL) titles with an academic year appointment.
This does not include those Adjunct Lecturers in a 26 pay period
appointment or Summer Session faculty.

Summer Session 2 payments will be : August 6, 2008 and August 20,

Summer Session
3 payments are dependent upon the actual appointment dates, but

40 Comp Time Memo for CSEA Employees

SUBJECT: Over40 Comp Time
DATE: May 14, 2008
This memorandum outlines the changes to the Compensatory Time
Off for Overtime Worked in the 2007-2011 collective bargaining agreements
between the State of New York and the Civil Service Employees Association.
These changes are addressed in Article 27 of the bargaining agreement.
The previous agreement in the 2003-2007 contract allowed employees
to choose compensatory time in lieu of overtime pay for the hours
worked in excess of 40 hours in a work week. Effective July 1, 2008
the following changes will be made to this program:
Over 40 Comp Time can no longer be used for time off. Participating
employees still earn 1.5 hours of compensatory time for every hour
of overtime worked. Participating employee may liquidate up to 120
hours in the bank one time per year payable in the payroll period
closest to December 1 at the current rate of pay. Employees who
enroll in the new program may now accumulate up to 240 hours maximum
of Over 40 Comp Time Employees who do not re-enroll in the new program
will not be eligible for the payout in December, but are permitted
to use time accrued prior to 4/2/07 until it is exhausted At separation,
any Over40 Comp Time will be liquidated and paid at the rate of
pay at the time of the liquidation. The cash-out value is also at
the rate of pay earned at the time of liquidation
Effective July 1, 2008, an employee must make an election to participate
for a one-year time period. Open enrollment for this program is
from May 1, 2008 to June 15, 2008.

Distribution Center Move 5/19/2008
The Payroll
Distribution Center is moving to UUW B15 as of Monday, May 19, 2008.
Services such as picking up paychecks and producing Faculty/Staff
IDs will not be available that day. New hire forms can be completed
in the Couper Administration Building, room 244. If you need to
contact the Center on that date, please call and leave a message
at (607) 777-2042.

UUP Dental carrier effective 4/1/08
Effective
April 1, 2008 the dental carrier for UUP represented employees is
changing from CIGNA back to Delta Dental. Percentage of benefits
reimbursement will be the same however there may be access to more
in-network providers. Also there have been some enhancements made
to the plan. Please remember that any services received prior to
April 1 should still be billed to CIGNA. For more detailed information

& CSEA Partnership Tuition Benefits Program
The Tuition Benefits
Program provides educational benefits to CSEA-represented New York
State employees. The 2007-2008 Tuition Benefits Program provides
two benefits (tuition vouchers or tuition reimbursements) and an
unlimited number of Credit-by-Examination Fee Reimbursement benefits.
Eligible courses must
begin between April 1, 2007 and March 31, 2008. Courses that started
prior to April 1, 2007 are not eligible.
Eligible CSEA-represented
New York State employees can apply for TWO tuition benefits. Application
must be received by March 31, 2008. Applications will be accepted
by mail or by fax. For more detailed information and applications
